First off: NC is fairly insensitive to ignition. If we can ball mill black powder dry, why not NC? The problem is that NC is also very strong and flexible, quite undesirable properties for grinding. So ball milling with lead is probably going to be slow, and with heavy contamination. Brass or copper media (also safe for BP) might work better.
In my own experiments, I've found that I had to press the powder into "pucks" and crush and screen to get near the performance level as Goex. The economics of the home made black powder is very attractive if you don't count labor or equipment investment. The bought potassium nitrate and sulfur add up to about 3/lb.

I have never had a, " little mill" but once you get a mill dialed in with the correct media and charge with (dry) chems it doesn't take long to mill powder to it's peak power. some have tested powder every 1/2 hour and found that a correct mill will get it done in 2 hours. That's about what I let mine go. give or take a few.

Never ever ball mill potassium perchlorate and aluminum together in a ball mill. There are only a few mixes of components that can be mill together. Always use saftey first when using a ball mill.
